Pursuant to the Freedom of Information Act, I hereby request the following records:

* All records concerning the predicament of a stateless individual identified as Mikhail Sebastian, formerly a citizen of the Soviet Union, who subsequent to a journey originating from the mainland United States, found himself stranded in American Samoa following a denial of entry into the United States.
* All records pertaining to Mikhail Sebastian's application for admission following his initial trip to American Samoa, including any associated records regarding his apprehension, detention, deportation, expedited removal, background investigations, and/or inspection.
* All records pertaining to requests for immigration relief, whether in the form of applications, approvals, or refusals, regarding Mikhail Sebastian's efforts to seek re-entry into the United States.
* All records pertaining to Mikhail Sebastian's application for admission following his grant of immigration relief, which allowed for his re-entry to the United States.
* All records related to internal correspondence regarding the situation of Mikhail Sebastian's confinement in American Samoa and his pursuit of immigration relief.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
