On behalf of the Al Otro Lado #DetentionKills Transparency Initiative, we respectfully request all records created or received by ICE's Office of Public Affairs at the Headquarters, El Paso Field Office, and Denver Field Office levels regarding the deaths in custody of Kesley Dial at CoreCivic's Torrance, New Mexico facility and The GEO Group's Aurora, Colorado facility. Specifically, we seek emails sent or received, calendar entries for appointments to discuss either of the deaths in custody, Teams messages, the contents of SharePoint drive folders regarding ICE's public statements regarding these deaths, and any records relied upon to assert the factual matters in ICE's post-death release statements, posted here:

We seek expedited processing of this request under 6 C.F.R. 5.5(e), and make the following statements under penalty of perjury pursuant to 28 USC 1746 in support thereof:
1. Both the Torrance in-custody death and the Aurora in-custody death have been met with calls from elected Representatives and Senators for vigorous investigation, based on each facility's documented track record. 3. In both cases, serious questions have been raised by elected officials as to the circumstances surrounding each person's death, and ICE and its contractors' compliance with mandatory duties surrounding care of detained immigrants.

Therefore, the requirements of 6 C.F.R. 5.5(e) are satisfied, and expedited processing is proper.
