Pursuant to the California Public Records Act, I hereby request the following records:

1. Email communications between Joseph Losado and Jason Crapo between January 1st, 2021 up to May 8th 2023 for 1970 Taylor Road.

2. Abatement plan for 1970 Taylor Road

3. Building inspection history reports from January 1st 2021 up to May 8th 2023 for 1970 Taylor Road.

4. All notices provided to tenants regarding abatement proceedings.

5. Email communications of Joseph Losado and/or Jason Crapo between January 1st, 2021 up to May 8th 2023 for 1970 Taylor Road, in which they request housing assistance, and other forms of aid, for tenants at 1970 Taylor Road.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Powelson:

This email is Contra Costa County Department of Conservation and Development’s response to your Public Records Act request, dated May 8, 2023. The department will produce records in response to your request, except those that are exempt from disclosure under the attorney-client privilege or attorney work product doctrine (Gov. Code, § 7927.705; Evid. Code, § 950 et seq, Code Civ. Proc., § 2018.030).

With respect to your request for an “abatement plan for 1970 Taylor Road,” your request does not reasonably describe an identifiable record or records. (Gov. Code § 7922.530.) The department will, however, produce the Board of Supervisor’s May 9, 2023 decision on the appeal of the Notice and Order to Abate issued by the County Abatement Officer. As you are aware, the status of future abatement action by the County at the property is the subject of pending proceedings in federal district court (Dawn Samaniego, et al. v. Contra Costa County, et al., N.D. Cal., Case No. 23-cv-02594-JST).

With respect to your request for “all notices provided to tenants regarding abatement proceedings,” the department will produce all notices related to abatement proceedings posted to the property at 1970 Taylor Road during the period of January 1, 2021 and May 8, 2023.

The department is preparing the disclosable records for release and will promptly provide you with the disclosable records. The department expects to provide the disclosable records in approximately one week. Once the disclosable records are prepared, we will notify you of the availability of the records by email and provide you with a link that you can use to access and download the records.
