This FOI request is being filed in pursuit of a time-sensitive news story. Therefore, I ask that my request is expedited. When completing this request, please prioritize whichever records would take the least amount of time to be located and released. I would like these records in electronic format, sent via email or other digital method, and again, please release documents on a rolling basis, as they become available.

If you determine that any of the information qualifies for an exemption from disclosure, I ask you to note whether the exemption is discretionary, and if so whether it is necessary in this case to exercise your discretion to withhold the information. In any event, please provide a signed notification citing the legal authorities on which you rely if you determine that any of the information is exempt and will not be disclosed.

Also, I am a member of the news media as a reporter for Business Insider, and the requested documents are in the public interest and not being made for commercial purposes. Therefore, I ask that all fees are waived in the processing of my request. If fees associated with this request will be in excess of $25, kindly notify me in advance of fulfilling this request. A preliminary search was performed pursuant to your request and revealed 338 emails that are potentially responsive to your request. The nature and/or volume of your request requires extensive use of information technology resources or extensive clerical or supervisory assistance by personnel of the University, or both. In total, it will take 2.5 hours to complete your request.

Florida law permits the University to assess a special service charge when the nature or volume of public records requested is such as to require extensive use of information technology resources or extensive clerical or supervisory assistance by personnel of the University, or both. Pursuant to adopted policy, the University has determined that the use of personnel or informational technology resources exceeding thirty minutes is considered extensive use.

Based on the number of hours it will take to complete your request, the University is assessing a special service charge of $125 (2.5 hours @ $50/hour). The special service charge is reasonable and based on the cost incurred for such extensive use of information technology resources or the labor cost of the personnel providing the service that is actually incurred by the agency or attributable to the University for the clerical and supervisory assistance required, or both.

Before we continue the process of responding to your request, the University needs a check or money order (made out to “Florida State University”) for the amount of the special service charge ($125) sent to the following address:
