To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Records created in support of or leading the authoring of the letter of commitment issued by Sea-Tac Airport to United States Customs and Border Patrol regarding "biometric exit" at the airport (as referenced by Shair Ron in RFP 19-86). For example: related policy studies, assessments of potential implications of the letter, or documentation of the legal basis for the commitment.

Background: Associated with Port of Seattle [solicitation 19-86][1], "SEA Airport Biometric Air Exit System," is a related request for proposals. On page 40 of Port of Seattle RFP 19-86 (Contract S-00320105, "SEA Airport Biometric Air Exit System," prepared by senior buyer Shai Ron, advertising date 2020-01-30), under section III "Scope of Work," subsection "Current State," it is stated that "[a]s a condition of the IAF Simplified Arrival implementation, SEA has issued a letter of commitment to deploy a permanent biometric system for departing international flights."
