It turns out this request was confused with MuckRock request #88144-21217379, which is extremely similar. While following up on this request with our IT department, I learned that we do not have a way to process metadata information.

If you would like me to file a formal appeal please let me know the process and I will begin those steps; though I don't think that will be necessary. It sounds like the city may just be short on IT staff, which I understand, this COVID is throwing a lot of things out of wack for everyone.

From what I can see from public records, reviewing the MX records for the MesaAZ.gov domain and confirming that information against the email headers being received on your emails, the city of Mesa is using Microsoft Office 365 Exchange Online for email with Proofpoint at the front end and Okta for identity management. This would mean you actually have several ways to quickly and very easily process the email metadata requested.

From within Proofpoint, it wold be done in a few quick searches. You would go under the user Management section and then press the Custom Log Search icon. This option makes it so you can view only a specific user's logs by going to the username that you want to search the logs for. Under type, select Inbound mail (for the first search sets) or Outbound mail (for the second search sets to complete the datasets); select Any as the status, enter in the date range, and select the mailbox you are wanting to search and press the search button. This will then provide you with the email logs which will provide you with a formatted sheet with the Envelope Sender, From header, timestamp, message ID, virus summary, spam summary, Recipient, classification, triggering filter, delivery status, email size and IP info; that you can export or print.

This process is even easier from within exchange online through the Microsoft 365 Compliance center (https://compliance.microsoft.com/). Prior to July 1st this would have been done in the exchange Online eDiscovery control panel, but as of July 1 that old control panel will be retired and everything was moved over to the Microsoft 365 Compliance center a little over a year ago in preparation for this. You actually have three ways you can do this search in here depending on the preferences of the person using it. You can use the core or advanced eDiscovery tool by clicking on the eDiscovery option on the left pane of the Microsoft 365 Compliance Center home screen. You can also use the Content search option by choosing the content search option from that same home screen. Lastly this even faster using the exchange online powershell commandlets and can complete this search in seconds instead of minutes.
