Pursuant to the Freedom of Information Act, I hereby request the following records:

FBI Files on Robert E. Basham, a former FBI SA mentioned in several JFK releases: https://www.archives.gov/files/research/jfk/releases/docid-32294746.pdf

I have attached a copy of his church's newsletter indicating he died 10/16/2020.

As per my understanding of the FBI's FOIA policies, please expand your search to include both main and reference files.

I am making this request in my capacity as a journalist who has written extensively about government transparency, including several books on the FBI specifically. As such, I am not requesting a fee waiver, but I am requesting I be placed in the media requester category.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

As stated in the letter dated August 29, 2033, if you are not satisfied with the FBI’s determination, you may file an appeal by writing to the Director, Office of Information Policy (OIP), United States Department of Justice, U.S. Department of Justice, Sixth Floor, 441 G Street, NW Washington, DC 20001, or you may submit an appeal through OIP’s FOIA STAR portal by creating an account on the following web site: https://www.justice.gov/oip/submit-and-track-request-or-appeal. Your appeal must be postmarked or electronically transmitted within ninety (90) days from the date of the letter in order to be considered timely. If you submit your appeal by mail, both the letter and the envelope should be clearly marked “Freedom of Information Act Appeal.” Please cite the FOIPA Request Number assigned to your request so that it may be easily identified.

The U. S. Department of Justice CERTIFICATION OF IDENTITY (Authorization to Release Information to Another Person)-FORM DOJ-361 can be used to provide consent. Note-please provide the following information on the OPTIONAL: Authorization to Release Information to Another Person line: Your name, title/business (if applicable) and a complete and current mailing address. Acceptable forms of proof of death include; obituaries, death certificates, recognized sources that can be documented, written media, Who’s Who in America, FBI file that indicates person is deceased or the Social Security Death Index. A waiver or proof of death is not required if date of birth is 100 years ago or greater. Note-a web link in itself does not satisfy proof of death.
