Pursuant to Chapter 132 (Public Records) of the General Statutes, I hereby request the following records.

Please provide relevant procedures for jurisdictions under this agency.
Any and all policies and procedures regarding the counting and auditing of federal, state, or local ballot initiatives, including all materials regarding the following specific points:

• All policies and procedures regarding the acceptance testing and L&A (logic and accuracy) testing of all voting equipment used in elections
• All policies and procedures regarding the technical, practical measures for execution of counting and auditing of elections, including verification procedures of chain of custody of materials
• All policies and procedures regarding the chain of custody of all election materials including pre-printed ballots, ballot marking devices, unvoted ballots, provisional ballots, absentee ballots, early in-person ballots, on demand ballot printers, voter check-in computers, precinct tabulators, central tabulators, and removable data devices from tabulators
• All policies and procedures regarding the tallying of a vote count
• All policies and procedures regarding the unofficial reporting of a vote count
• All policies and procedures regarding the auditing of a vote count
• All policies and procedures regarding the certification of a vote count
• All policies and procedures regarding the official reporting of a vote count

The requested documents are not being made for commercial purposes.

Should the Agency decline, I respectfully ask that you supply the statutory exemption upon which the record is withheld.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi,

We have received the public records request pasted below and will respond as promptly as possible. This is a broad and vague request, and we do not fully understand everything you are seeking. For example: "All policies and procedures regarding the official reporting of the vote count." What does this mean? Can you be more specific in your requests? That would be helpful as we attempt to respond.

Many of the policies, procedures and guidance that the State Board provides to the county boards of elections in North Carolina come in the form of Numbered Memos. Although it is not fully updated (we are working on that), a searchable database of Numbered Memos is available on this page: https://www.ncsbe.gov/Elections/Legal-Resources

We likely do not have written policies and procedures on all of the subject areas you ask about in your request. We are working to compile any responsive records that we do have.
