From: California State Archives

Dear Mr. Welsh:

We are in receipt of your recent request for access to Governor's Brown's electronic records. Unfortunately, we are unable to provide access to the records that you are seeking. The California State Archives has not yet received transfer of electronic records from Governor Brown's administration. California state law provides that, while Governor's records must come to the California State Archives at the end of each administration, the outgoing Governor can choose to restrict most of the records for up to 50 years (California Government Code section 6268). All of California's governors have chosen to restrict their records since this law was passed in 1988, including Governor Brown (see Executive Order B-62-18, dated January 4, 2019, which restricts his records for 25 years). The only record series that are open without restriction include the Governor's Chaptered Bill Files, press releases, and speeches.

In order to gain access to files that may be within Governor Brown's electronic records (which have not yet been transferred to the California State Archives) you should contact the Governor Newsom's office at:

Governor Gavin Newsom
c/o State Capitol, Suite 1173
Sacramento, CA 95814
Phone: (916) 445-2841
Fax: (916) 558-3160

In order to gain access to restricted files that may be within Governor Brown's paper records (which have already been transferred to the California State Archives) you must request permission from Brown's designated representative, Anne Gust Brown, who can be contacted via email at annebgust@yahoo.com<mailto:annebgust@yahoo.com>.

Please note that Ms. Brown is under no obligation to provide access to these records, as they are restricted for 25 years, and can merely provide limited access if she chooses. The request needs to be as specific as possible. If permission is granted, the approval letter needs to specifically state that you can both view and copy the records. The approval letter can be faxed to 916-653-7363, or emailed to ArchivesWeb@sos.ca.gov<mailto:ArchivesWeb@sos.ca.gov> or Jeff.Crawford@sos.ca.gov<mailto:Jeff.Crawford@sos.ca.gov> (our Governor's Records Archivist).

We hope this information is helpful to you. If you have questions about this or another matter related to the Secretary of State's office, please contact us again.

Sincerely,

Constituent Affairs
Secretary of State
