Pursuant to the Arkansas Freedom of Information Act (“FOIA”), Ark. Code Ann. § § 25-19-101 to 25-19-109, I hereby request the following records:
Emails received by and sent from the email address of Detective Justin Ingram, of the Springdale Police Department: "jingram@springdalear.gov".
Please limit your search to emails sent and received by Smith between the following dates: November 3, 2016 and November 8, 2016.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

I am in receipt of your FOIA request dated 03/24/17, in which you request
certain information from the Springdale Police Department. Please be
advised that the Arkansas Freedom of Information Act, specifically Ark. Code
Ann. §25-19-105(a)(1)(A), only applies to requests made by "citizens of the
State of Arkansas". As such, it is my opinion that your request does not
fall within the requirements of the Arkansas Freedom of Information Act, and
therefore the requested information will not be provided for that reason.
