1) All data dictionaries and schemas used for or associated with the Tennessee Offender Management Information System (TOMIS).
2) Any documents sufficient to explain, detail or describe the contents of tables and fields in any database (including which are considered exempt from disclosure or otherwise restricted, if applicable) used in the Tennessee Offender Management Information System (TOMIS).

“Data Dictionary” means and refers to any set of information describing the contents, format, and structure of a database and the relationship between its elements, used to control access to and manipulation of the database.

This is in response to your public information request for a data dictionary and any supporting documentation for TOMIS. I have checked with our tech folks and with our legal division and determined our department does not keep public documentation of all information fields in TOMIS. We have some internal technical documentation we use to query the database, but it isn’t set up in a way to be useful to non-programmers or to people unfamiliar with TOMIS. Tenn. Code Ann. Section 10-7-504(a)(2)(A)(18) requires this type of documentation be made available for investigation only as part of an audit or legislative review. We have public data available in our Felony Offender Information Lookup (FOIL<https://foil.app.tn.gov/foil/search.jsp>) online searchable database, parole hearing schedules<https://www.tn.gov/content/tn/bop/hearings-and-meetings/04-parole-hearing-schedules.html> are available on the Board of Parole website, and official statewide background checks are available from the Tennessee Bureau of Investigations<https://www.tn.gov/tbi/divisions/cjis-division/background-checks.html>.
