Contract between Master Marine, Inc and DHS

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Copies of the following contract, including any post-signing amendment[s], addenda, new / later Statement[s] of Work, Change Order[s], and other documents that supplement or amend the original contract and any documentation supplied by Master Marine, Inc in how they spent allocated funds, between Master Marine, Inc. and the Department of Homeland Security. Specifically, I am requesting these documents for the definitive contract PIID 70Z08520CP4504600 in 2020.

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services

I request that I be properly classified as a news media requester. I am an investigative researcher for Bellingcat, and I am requesting this information in that capacity and request that fees be waived for this request.
