To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

All data collection, reports, and publications from I&A on the Portland, Oregon protests of July 2020, broadly speaking. Data collection may have started in May 2020. There are several known reports that were compiled from "open source intelligence", which should preclude the need for classification or redaction:
1. Communications gathering from protesters which resulted in a "intelligence report" being broadly disseminated on approximately July 17 2020. This request should include the communications, report, and any related documents or discussion. (see citation 1 below)
2. So-called "intelligence reports" on journalists related to Portland, Oregon, from May 1 2020 to July 31, 2020. It appears there are at least three such reports. This should include reports and data collected about Mike Baker and Benjamin Wittes but may include others. (see citation 2 below)
3. Any documentation, reports, or communication about "violent opportunists", "violent antifa anarchists" or otherwise, as described in an internal memo. (see citation 1 below)
4. All communication, reports, and documentation from Brian Murphy discussing Portland from May 1 2020 to July 31 2020. A suggested search of Murphy's email archives or documents is simply "portland". (see citation 1 below)
5. All communication, reports, and documentation about "Operation Diligent Valor" from May 1 2020 to July 31, 2020. (see citation 1 below)
6. Any "baseball cards" related to Portland. (see citation 2 below)
7. Any "FINTEL" related to Portland. (see citation 2 below)
8. All social media, "open source" and public data collected by DHS regarding Portland protests from May 1 2020 to July 31, 2020. (see citation 3 below)

Your urgency at reviewing and filling this information is appreciated. There is an immense public interest in police accountability; I will make any responsive records publicly available and have the capacity to share it with every interested news organization in the region, state, and beyond. Given the concern about data collection by DHS of citizens and risk of document scrubbing or deletion, this request is extremely urgent. Please expedite it in every way possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Ted Timmons
