Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:
1. All documents signed with procurement software or software to create and publish RFI, RFQ, RFP this agency uses or used in the past five years.
Additionally, if possible, please answer the following four questions:
a. What is the name of the procurement software you use (or the name of the software you use to create and publish RFI, RFQ, RFP)?
b. What is the annual cost for this software?
c. When did the most recent contract with the software provider begin?
d. Do you use your ERP system to manage the process of RFI, RFQ, RFP?
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

New Castle County is in receipt of the below FOIA request. I write to clarify what public records you are seeking. What do you mean by "All documents signed with procurement software to create and publish RFI, RFQ, RFP this agency uses or used in the past five years"? Are you seeking a copy of 5 years' worth of all RFIs, RFQs and RFPs issued by the County? If not, please explain further what public records you are seeking.
Additionally, please be advised that Delaware FOIA requires public bodies only to produce public records, not to respond to questions.
Finally, please note that the deadline to provide public records in response to FOIA requests is currently extended until 15 business days after the date Governor Carney lifts the State of Emergency Declaration.

Thanks you for asking for clarification. I meant I would like all documents or contracts signed with any software you use to publish requests for information, proposals, quotes, bids and so on. For example, Ion Wave is one type of software like this.
