Dear Lee,

The Washington State Department of Ecology received your request for public records on May 23, 2018. Please be assured that I have been researching your request and pulling responsive records for the past week. The files were created at a time when each program created and maintained its own filing system (1990s - early 2000s), often in inconsistent ways. About 10 years ago, all of our programs' files within the Eastern Region were combined into our Central Files system, but many of the old files did not get their entries updated in the database. Consequently, we have some old files listed multiple ways within our Central Files database. It has taken me some time to locate all responsive records and ensure that no files were missing. Currently, I have approximately one linear foot of responsive records.

I will be emailing you later today with a summary of these records, none of which are currently in electronic format.

(Washington Waste Treatment) WWT Batum Facility (Facility/Site ID: 560), Batum:

* A 1993 compliance file from our Hazardous Waste & Toxics Reduction Program (HWTRP) - 6 pgs.

* An Initial Investigation (II) file from our Toxics Cleanup Program (TCP) - approx. 30 pgs.

* A Site Hazardous Assessment (SHA) file from TCP - approx. 100 pgs.

* A Preliminary Assessment/Site Information (PA/SI) file from TCP - approx. 750 pgs., plus 18 color slides* and 2 large-scale drawings**

* A 1982 Draft Resource Conservation and Recovery Act Application (RCRA) file (the final application is in the PA/SI file) from TCP - approx. 100 pgs.

(Formerly Used Defense Site) FUDS Larson Titan S2 (F/S ID: 78312864), Warden:

* An SHA file from TCP - 5 pgs.

Larson AFB Titan Missile Facility S-3 (F/S ID: 39872329), Royal City:

* A 2000 II file from TCP - approx. 100 pgs.

None of these files have been scanned. Our duplication fee<https://ecology.wa.gov/About-us/Accountability-transparency/Public-records-requests/Fee-schedule> is 10 cents per page, to scan these files to PDFs. We do not have the equipment to duplicate color slides or large-scale drawings, and would have to send those out for duplication; those costs would be passed on to you. We currently use a local business to scan large scale drawings to PDF; their cost is $2.00 per document, with a $5.00 flat fee to copy the scans to a thumb drive, which we provide, plus local sales tax of 8.8%. We have not yet utilized a business to convert color slides to .jpg files, but it likely would be similar to what Costco charges.

If you would like duplication of the above files, please let us know within 10 business days: 1) which files you would like duplicated; 2) whether you would like duplication of the color slides and/or large-scale drawings (we will then obtain an estimate on the color slide transfer); or 3) whether you wish to review these files in person (you may bring your own duplication equipment - camera, phone, desktop scanner, etc. - or mark the specific documents within the files for us to duplicate. If you choose to have us duplicate the files, we will provide you with an invoice with an exact page count after scanning. After confirmation of payment, we will send you the electronic files via our PublicShare site. Please note that we currently can only process checks as a form of payment.

We are extending your request to July 3, 2018 to allow you 10 business days to respond. If we do not hear from you by that date, your request will be closed.

Here at Ecology HQs We have one of the FUDS sites you requested located here.

We do not have any files for the WWT Batum Facility

The FUDS Larson Titan S2 site has been sent to our State Archives Records Center office. I have requested the box be returned to Ecology.
It will arrive here early next week. I will contact you at the time to let you know the size of the file and I can provide an estimate for scanning if you like at that time.

The FUDS site Larson Titan S3 is here at our HQs office. It is approximately 2 inches, I can also provide an estimate on this file for you next week as well, or we can schedule an appointment for you to review the files if you prefer.

Please let me know if you would prefer to have the files scanned with an estimate first, or if you would like to schedule an appointment to review the files.
