Pursuant to Michigan's Freedom of Information Act ("FOIA"), I hereby request the following records:
All law enforcement and EMS dispatch records, call logs, closed investigation files and/or other reports generated since September 1, 2005 pertaining to any incidents that occurred at the Narconon drug rehabilitation facility located at 809 West Erie Street, Albion, MI 49224. This facility is currently registered with the state as "Freedom Treatment Center" but has also been known to operate under the following business names using this same address:

Narconon Freedom Center, Inc.
Narconon Freedom Treatment Center
Freedom Center Rehab
Narconon Stone Hawk East
Drug Rehab Michigan
I also request that, if appropriate, fees be waived as I believe this request is in the public interest due to the numerous civil lawsuits currently pending against this controversial Scientology-based rehab franchise for negligence, fraud, breach of contract, etc. Disclosure of the records I am seeking will greatly aid the public's understanding of what is happening at this non-profit organization, and how public service agencies operate when dealing with such a facility. Additionally, the requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have checked the Public Safety Data base and it appears at first look that 12 or 13 reports are available with the nature of the reports UNK. The fee estimate is expected to exceed $200.00 based on a good-faith calculation by the City, the requestor is asked to provide a deposit not exceeding one-half of the total. $100.00 dollars.
