By way of background:

On January 29, 2025 and February 5, 2025, Charles Ezell, Acting Director, U.S. Office of Personnel Management, sent memos to all Heads and Acting Heads of Departments and Agencies entitled "Initial Guidance Regarding DEIA Executive Orders" and "Further Guidance Regarding Ending DEIA Offices, Programs and Initiatives," respectively. Amongst other things, the memos instructed all Heads and Acting Heads of Departments and Agencies to prepare reports to be sent to DEIAreports@opm.gov, and that generally, "agencies should terminate all illegal DEIA initiatives, [...] policies, programs, and practices."

Pursuant to the the Freedom of Information Act, I hereby request the following records:

1.) A complete list of actions taken in response to the above two OPM memos.

2.) A copy of any agency plans to fully comply with the above two OPM memos.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On January 22, 2025, the Goldwater Scholarship Foundation received an email from Devin Cummings regarding the Presidents Executive Order pertaining to DEIA activities of our agency. My response to that memo is copied below. There have been no subsequent responses or actions taken regarding DEIA activities at the Goldwater Scholarship Foundation.

Good afternoon, Mr. Cummings,

The Goldwater Scholarship Foundation has three full-time employees, none of whom have any DEIA responsibilities. All staff have been notified of the issues raised in your email. We have no DEIA outward facing media associated with a DEIA office as we do not have such an office.

Similarly, we have no DEIA-related contractors or DEIA-related training.
