To Whom It May Concern:

Pursuant to the state open records law, Ariz. Rev. Stat. Ann. Secs. 39-121 to 39-122 and 39-128, I hereby request the following records:

I request all documents and reports related to the electronic voting system in the state including but not limited to:
(i) The 3 person committee's recommendations to the secretary of state, (ii) any documentation of loss of certification for equipment used at any election for federal, state or county offices and that was previously certified for use in this state, (iii) any reports related to the experimental use of a voting system or device without a final adoption thereof.

I also request any materials related to the voting system's Federally Accredited Laboratory testing and HAVA compliancy reports.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Carly Sitrin

Ms. Sitrin,

Before our office is able to fulfill your request, I will need some more information to narrow down which documents you would like to receive. You requested,
"All documents and reports related to the electronic voting system in the state including but not limited to:
(i) The 3 person committee's recommendations to the secretary of state..."
Do you want copies of the committee's recommendations from all current voting equipment? Or would you like the recommendation letters going back to a certain date?

Also, when a vendor submits their application for certification we receive a lot of material related to the tests performed at the federally accredited laboratory. Would you like a copy of each test report that was submitted or are their specific reports that you wish to see? Our office will be able to provide you with everything that was filed with us, but that will mean additional time needed from our office to fulfill your request.

Thank you,

Dan Carroll

Mr. Carroll,

Thank you for your timely response. In addition to my aforementioned request of documentation of loss of certification and experimental usage of the machines dating back to 2008, to narrow my search, I request the committee's recommendations from all current voting equipment, as well as their recommendations dating back to 2008. Also, any pre and post logic and accuracy testing for all current voting equipment, as observed by the Secretary of State certification group. Also, all test reports dating back to 2008 submitted specifically for the Sequoia Dominion machines (Insight, AVC Edge II, and Optech 400-C models). Thank you again for your assistance.

Best,
Carly Sitrin

To Whom It May Concern:

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on June 18, 2015. Please let me know when I can expect to receive a response, or if further clarification is needed.

Thank you for your help.

From: Carroll, Dan

Ms. Sitrin,

You requested documentation and reports related to the loss of certification or experimental usage for voting systems dating back to 2008. Our office has not decertified any voting equipment and there are no reports/documents reflecting the use of experimental usage. You also requested any pre and post logic and accuracy testing observed by the certification committee for current voting equipment, as well as, all test reports dating back to 2008 for Sequoia Dominion machines (Insight, AVC Edge II, and Optech 400-C models). The certification committee does not observe the logic and accuracy test of the voting machines and the test reports for the Sequoia Dominion machines are confidential and proprietary, so I am unable to fulfill either of these requests. If you would like to view the test reports for the Sequoia Dominion machines you would need to contact the vendor directly.

I am able to provide you with copies of the certification committee's recommendations from all current voting equipment and equipment dating back to 2008. I have attached those recommendation letters with this email.

Sincerely,

Dan Carroll
