Our office has previously responded to this request under the Arkansas Freedom of Information Act (Ark. Code Ann. § 25-19-101 et seq.) on numerous occasions. As we have previously indicated, you do not have the requisite standing under the Arkansas Freedom of Information Act to make such as request. Arkansas FOIA law is clear that, "all public records shall be open to inspection and copying by any citizen of the State of Arkansas..." (Ark. Code. Ann. § 25-19-105(a)(1)(A)), as you are not a citizen of the State of Arkansas, your request is denied.
