Dear Ms. Cummings,
Pursuant to the Arkansas Freedom of Information Act, Ark. Code Ann. § 25-19-101 et seq., I request that the Arkansas Post-Prison Transfer Board (“the Board”) make the below documents available for copying or inspection.
1) Please provide complete revocation files from the ten (10) most recent revocation hearings conducted by the Board. I request that the Board produce each part of these revocation files authorized pursuant to the Board’s Administrative Directive 17-01(IV)(6)(a), including any and all statements, evidence, narrative explanations, and public records relating to the given parole revocation decision, the violation(s) giving rise to the given parole revocation decision, the sentence imposed for the given parole revocation decision, and any upcoming hearings scheduled related to the given parole revocation decision. In the alternative to the ten most recent revocation files, I request that the Board produce ten (10) random revocation files.
2) Please provide complete parole files from the ten (10) most recent transfer eligibility and discretionary parole eligibility hearings. I request that the Board produce each part of these parole files authorized pursuant to the Board’s Administrative Directive 17-01(IV)(6)(a), including any and all statements, evidence, narrative explanations, and public records relating to the given parole release decision and any upcoming hearings scheduled related to the given parole release decision. In the alternative to the ten most recent parole files, I request that the Board produce ten (10) random parole files.
I ask that the Board provide the above records within three business days of receipt of this request, as required by Ark. Code Ann. § 25-19-105(e). I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. I also ask that the Board provide me with a fee estimate prior to fulfilling any request.
Should any part of the above request be denied, I request the Board provide a written response citing the specific statutory exemption, as required by Ark. Code. Ann. § 25-19-105(a)(3). If some of the above records are disclosable and others exempt, please provide the disclosable documents and provide the exemption(s) preventing disclosure of the rest per Ark. Code Ann. § 25-19-105(f). If any of the above documents are administratively controlled by a different custodian than the Board, I ask that the Board please provide those custodians’ information, per Ark. Code. Ann. § 25-19-105(a)(3)(C).
Please note that I am a citizen of Arkansas, and I am using MuckRock’s services to help manage and track my request. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

The Arkansas Department of Corrections received your request below. APB Directive 17-01 referenced in your request was superseded by Secretarial Directive 2022-10.
Revocation files are considered part of an offender's records and are unlawful to inspect, disclose, or issue a copy of according to A.C.A. § 12-27-113(e)(2).
Parole hearings or post-prison release hearings allowable for public inspection are available via the public search tools on the DOC website, Release Hearing Decision Search Tool<https://app.ar.tylertech.com/apb/search/index.php/decisions> . Parole hearings or post-prison release hearings allowable for public inspection can also be found in the Arkansas Post-Prison Transfer Board monthly performance report on parole applications and outcomes. This report is published monthly on the arkleg.state.ar.us website as part of the agenda for each month's Arkansas Legislative Council meeting.
