Pursuant to the Texas Public Information Act, I hereby request the following records:

I am requesting all records related to the March 23, 2025, fatal DWI crash that occurred on eastbound I-20 near Bowen Road in Arlington, Texas, in which a 22-year-old man was killed. The Arlington Police Department responded to the crash around 7:35 p.m., which involved a pickup truck and a passenger car. The crash resulted in a fire that fully engulfed the car and led to the death of the driver.

Three individuals were arrested in connection with this crash:

Cesar Ramirez Castro (driver of the pickup, charged with intoxication manslaughter and collision involving death)

Marcelino Ramirez-Ramirez

Castro Zammarron

I am requesting the following:

Body-worn camera footage from all officers on scene

Dashcam footage (including any unit on-scene or en route)

911 call audio and dispatch records

Arrest reports, incident reports, and affidavits

Any mugshots and booking documentation

Supplemental reports and diagrams related to crash scene investigation

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The records responsive to this request involve a pending matter. Pursuant to Section 552.108 of the Government Code, we are not able to release them at this time.
When you completed your open records request you agreed to all exclusions, which includes withholding pending information. Based on your agreement, the Arlington Police Department - Legal Division is not sending this matter to the Attorney General for a ruling and withholding the records.
