Ms. Morris-

This is in response to your Aug. 10, 2020, request for documents under the Georgia Open Records Act, and is in accordance with the three-day period of response pursuant to O.C.G.A. § 50-18-71(b)(2).

You have requested:

- All correspondence with Corvias since Jan 1 2020
- All records that reference P3 (aka public-private partnerships) residential halls and the pandemic/coronavirus/covid-19 since Jan 1 2020
- All records referencing Corvias since Jan 1 2020

As you may or may not be aware, Georgia remains under a State of Public Health Emergency. Because of this declaration, offices in the University System of Georgia, including the University of Georgia, have recently re-opened. However for social distancing purposes, many staff are continuing to work remotely which may affect our response times for open records requests. Staggered in-office work schedules also may affect our ability to search for, retrieve, review and produce records.

With regard to your first request for "All correspondence with Corvias since Jan 1 2020," we ask that you provide specific names for us to conduct UGA email account searches. This is per the Georgia Open Records Act, O.C.G.A. § 50-18-71(g), which states that "[r]equests to inspect or copy electronic messages, whether in the form of e-mail, text message, or other format, should contain information about the messages that is reasonably calculated to allow the recipient of the request to locate the messages sought, including, if known, the name, title, or office of the specific person or persons whose electronic messages are sought and, to the extent possible, the specific person or persons whose electronic messages are sought and, to the extent possible, the specific data bases to be searched for such messages." Once these names have been submitted we will apply the search term "Corvias." We will then be able to provide you with time and cost estimates for your entire three-part request.

Please let us know how you would like to proceed.

Ms. Morris—

This is in response to your most recent email which you asked us to “look for both all records pertaining to any representatives of the company called Corvias and specifically Corvias employee Chris Wilson.”

But first, in order for us to conduct proper email searches, we will need specific University of Georgia names to search. As we mentioned on Aug. 13:

“we ask that you provide specific names for us to conduct UGA email account searches. This is per the Georgia Open Records Act, O.C.G.A. § 50-18-71(g), which states that “[r]equests to inspect or copy electronic messages, whether in the form of e-mail, text message, or other format, should contain information about the messages that is reasonably calculated to allow the recipient of the request to locate the messages sought, including, if known, the name, title, or office of the specific person or persons whose electronic messages are sought and, to the extent possible, the specific person or persons whose electronic messages are sought and, to the extent possible, the specific data bases to be searched for such messages.”

Once you provide us with the University names, we will apply the search terms “Corvias” and “Chris Wilson.” Let us know if this search meets your criteria.

Ms. Morris—

This is a follow-up to your Open Records Act request.

On August 19, 2020, you responded to our email, which asked you for specific University of Georgia names to search. You replied with the names Tracey Cook and Edward Tate. We are unable to search these individuals because they are employees of the University System of Georgia, not the University of Georgia. We would not have access to their email accounts. Please address any Open Records Request to the University System of Georgia.

Please let me know how you would like to proceed.

From: Board Of Regents Of The University System Of Georgia

Good morning,

We are writing in response to your August 28, 2020 Open Records Request. As with your prior request, we cannot make determinations as to records that might “reference” a particular person or topic. This phrase requires our office to make judgments and interpret your request. If you would like for us to perform searches for particular words or phrases, we would be happy to do so. In addition, under the Georgia Open Records Act, specifically O.C.G.A. § 50-18-71(g), requests to inspect or copy electronic messages “should contain information about the messages that is reasonably calculated to allow the recipient of the request to locate the messages sought, including, if known, the name, title, or office of the specific person or persons whose electronic messages are sought and, to the extent possible, the specific data bases to be searched for such messages.” To the extent you would like electronic messages to be included in any searches, please provide this additional information.

Please let us know how you would like to proceed, and we will be happy to provide you with any publicly available documents that are responsive to your request.

Sincerely,
