4. a complete copy of any Public Records Act requests to Auburn School District regarding the FEDERAL SURVEY for the years 2015-2020 and a complete copy of all communications and documents produced in response to any Public Records Act request by Auburn School District.

Mr. Aarstad,

I would not presume to speculate what you mean by "This is a large request."

RCW 42.56.080(2): "Agencies shall not distinguish among persons requesting records, and such persons shall not be required to provide information as to the purpose for the request..."

Mr. Aarstad, it appears both you and the Auburn School District are "distinguishing among persons requesting records" in your 02-26-2020 "suggestion" I narrow the scope of my original request by asking me to identify a specific, presumably female, "Jane Doe" minor child Auburn School District student in order to link that minor child to me, the original requester, as presumably the parent of this minor child.

My original requests #1-6 pertained to FEDERAL SURVEY forms distributed by Auburn School District by for the years 2015-2020.

Your "suggestions" that I supply you with the name or protected personal information of any minor child in a public forum because you feel a public records request is "large" is as offensive to me as it is against the law.

Your parallel "suggestion" I narrow the scope of my other records request to "Terminal Park Elementary School - dating back to 2018” leads me to believe the Auburn School District is intent on attempting to identify and retaliate against me, the original requester of these Public Records.

There are virtually no circumstances where it is genuinely necessary for a public agency to know the true identity of a person requesting public records in order to deal properly with the request.

The people of this state do not yield their sovereignty to the agencies that serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may maintain control over the instruments that they have created. —RCW 42.56.030
