Pursuant to the Maryland Public Information Act, I hereby request the following records:
1) All generative AI inputs, prompts, outputs and chat logs created by agency employees conducting city business since May 1, 2024.
The City of Baltimore's executive order on generative AI makes clear that information entered into a generative AI system immediately becomes a public record. It states:
"Do not upload any information that cannot be shared outside of your agency as governed by the Maryland Public Information Act or any other applicable state or federal laws as this constitutes disclosure of the information."
If you have any questions about this request, please don't hesitate to ask.
I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest and not for any commercial purpose.
If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.
If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The Baltimore City Department of Housing & Community Development ("DHCD") is in receipt of your records request, below, which is governed by the Maryland Public Information Act ("PIA"), codified in Sections 4-101 et seq. of the General Provisions Article of the Maryland Code. A request for public information under the PIA must be submitted to the custodian of public records. Md. Code, Gen. Prov., § 4-202(a). Each governmental entity, including each Baltimore City agency, is the custodian of its own records. See Baltimore City Code, Art. 1 § 10-1. This response is on behalf of the DHCD.
The DHCD is not the custodian for the records you requested and has no records that are responsive to your request. You should direct your request to the Baltimore City Mayor's Office, which includes the Baltimore City Office of Information Technology. A list of all record custodians in the State of Maryland, including Baltimore City agencies, can be found at the following link: http://www.marylandattorneygeneral.gov/OpenGov%20Documents/Appendix_J.pdf.
Nothing in this response is intended to indicate that records sought from City agencies exist or to waive any privileges held by the Mayor and City Council. You may contest this response by filing a complaint in Circuit Court pursuant to GP Section 4-362. Alternatively, you may file a request for mediation with the Public Access Ombudsman and, if the Ombudsman is unable to resolve the matter, you may subsequently seek resolution from the Public Information Act Compliance Board, so long as the matter is within the Compliance Board's jurisdiction. See GP §§ 4-1A-01 et seq. and 4-1B-01 et seq.
