The Washington School Personnel Association is a Washington State Non profit corporation located at 6118 PARKSIDE DR, ANACORTES, WA, 98221.

The stated purpose of the Washington School Personnel Association is to promote professional growth in school personnel administration and effective human resources practices and procedures in public, private, and post-secondary education, utilize technology to advance the Association’s purpose and goals, influence legislative action on WSPA-endorsed issues, advance WSPA as an influential association with other organizations, OSPI, legislators, and school personnel, develop and implement a sound short-and long-term fiscal plans that support the Association’s goals.

An "identifiable record" is one that is existing at the time of the request and which agency staff can reasonably locate. WAC 44-14-04002.
Regarding your item 1, the Bellevue School District is not a custodian of the current or any prior membership list of the Washington Personnel Association, or does the District have the email addresses of such members. Therefore, the District is unable to conduct a search that would identify records of email communications between any District employee and any member of the WSPA between 2014-2020. Thus, the District will not be able to respond to this request unless you provide more specificity. Your response to this clarification is required within 30 days (on or before March 9, 2020) or the District will consider this item completed as withdrawn.

Clarification:
I would request the responsive messages to be produced in electronic .pdf format. The maximum file size for a .pdf document is currently 10 GB. Average email page estimates are 100,000 pages per GB or < 1,000,000 pages per .pdf file. The volume of electronic email messages produced electronically in a single file should not become overly burdensome until production approaches 1 million pages, at which point I would request remaining message production begin in separate .pdf file(s). No, I do not wish to limit the requested time frame.

Please restate your item 1. I do not understand how you intend the names you have listed to be applied to a search. Are you asking for any communication between any of the listed individuals and any employee of the Bellevue School District if that communication is based on a shared membership status in WSPA? For example, it appears that some of these persons may have been on WSPA membership lists or list-serves through which news or updates were provided to WSPA members. Please state whether that is the nature of communications you are seeking.

Also, I note that at least one of the persons on your list, Curtis Leonard, uses an email address that ends in the domain “wspa.net”. Messages to or from users of that domain will be picked up in searches responsive to item 2, but for a different time frame, 2016-20. If you want messages to or from Curtis Leonard or others using the “wspa.net” domain to be retrieved, please reconcile what appear to be inconsistent time frames.

In response to your query about what I intend by “any representative of the WSPA" I use the word representative to encompass the following synonyms for the word representative: agent, member, staff, worker, employee, director, trustee, affiliate, associate, contractor, officer…etc. of the Washington School Personnel Association. Any representative would include employees of the WSPA, officers of the WSPA (past or present), directors of the WSPA, members of the WSPA, etc.

It has only recently come to my attention that school district employees could be members of the WSPA and possibly server as an officer or director of the WSPA as well.

I am responding to your message dated 05.06.2020, attached, in which you request “an estimate on this 02-01-2020 public records request.” Significantly, the attached 05.06.2020 message does not contain all of the prior correspondence related to this request. Specifically, it omits exchanges the District had with you regarding your request dated 02.07.2020 (4 messages), 02.08.2020 (1 message), and 02.12.2020 (1 message). For that reason, I am responding to your message from an earlier point in the correspondence history, after one of the 02.07.2020 messages.

One of the messages omitted from the correspondence history, dated 02.07.2020, addresses your 05.06.2020 inquiry. That 02.07.2020 message is the District’s 5-day response letter (included below), which includes an estimated response date for an initial installment of April 13, 2020. Please note that although you apparently emailed your request on Saturday, February 1, 2020, it is deemed received by the District on the first following business day, February 3, 2020. For several weeks prior to and following the initial estimated installment date of April 13, 2020, the Bellevue School District was closing all District school buildings and offices and transitioning all administrative employees to remote work locations due to the present public health circumstances. As a result, and due to other effects of Covd-19, including added employee responsibilities, a focus on essential operations, and the need to establish work in remote locations, it was not possible to make an installment on that estimated date. Please be assured that the District continues to process public records requests with the fullest service possible during this time.

I am not aware of having received any answers to the District's October 20, 2020 clarification questions. Your answers were due November 20, 2020. The estimate of a production on today's date assumed clarifying answers from you that would have allowed records to be reasonably located.
At this time, the District has produced four installments of records to you. The District has completed its response to your request item 3 with respect to membership agreements and District employee attendance at scheduled events or meetings.
The records provided have also been responsive, in part, to request items 1 and 2.
However, as described in the October 20, 2020 message, as the ongoing search process revealed, it was not possible to identify reasonably locatable messages without your clarification.
You have not responded to the District's clarification questions. Accordingly, the District will close your request at this time.
