Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:
I respectfully request the following records:
All body-worn camera footage from any Belmar Police Department officer involved in the encounter and arrest of Liam Mahoney on August 20, 2024, on the beach in Belmar, New Jersey. This request includes video from initial contact through the time Mr. Mahoney was placed into handcuffs at approximately 3:24 PM, and continuing through the conclusion of the incident, including any transport or field processing.
Any rear seat in-car video footage if Mr. Mahoney was placed in a patrol vehicle following his arrest.
This request is limited to footage directly related to Mr. Mahoney's arrest for obstruction, resisting arrest, and disorderly conduct. I understand bodycam footage has been publicly released in part; I request the complete, unedited footage for the full duration of officer interaction with Mr. Mahoney.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

the Borough of Belmar now uses an online OPRA portal
https://belmarborough.nextrequest.com/. Your request will be uploaded into
this portal and you will receive an email confirmation. From there you can
finish creating your account so you can access your request. Your request
will be answered through this portal.* In the future please submit your
requests directly in the portal. *Thank you.
*Note: *Effective September 3, 2024, P.L. 2024, c. 16 requires all agencies
subject to OPRA to “adopt the form established by the Government Records
Council . . . for the use of any person who requests access to a government
record held or controlled by the public agency.” N.J.S.A. 47:1A-5(f).
In accordance with this new requirement, the Government Records Council
(“GRC”) has established an updated version of the old "Model OPRA request
form" to include the following required items:
1) certifiable statements addressing commercial purpose and pending
litigation have been added to the “Requestor Information” box.
2) new and amended exemptions have been added to the “Reasons for Denial”
list, and
3) the information page has been changed to reflect relevant new and
amended provisions.
Requestors are not required to use an OPRA form, however, a written
equivalent not containing the form requirement of N.J.S.A 47:1A-5(f) and
N.J.S.A. 47:1A-5(g) may be denied by a custodian.
