To Whom It May Concern:
Pursuant to the California Public Records Act, I hereby request the following records:
1. The total number of police uses of force in 2018, broken down by type of force used (i.e. number of uses of tasers, number of uses of baton, etc.)
2. The total number of use of force complaints reported by civilians in 2018
3. The total number of use of force complaints reported by civilians that were sustained in 2018
4. All arrests data reported to the California Department of Justice via the Monthly Arrests and Citation Register program covering arrests made in 2017 and 2018, including (but not limited to) the age, race/ethnicity, gender, offense category (felony, misdemeanor, status offense), charge and disposition of arrestees.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
Sincerely,
Samuel Sinyangwe

Dear Mr. Sinyangwe,
The City has reviewed your request, and the City's response is as follows:
Staff is in the process of identifying documents which may be responsive to items (1): total number of Police uses of force by type of force reported in 2018 and (4): arrest data reported to the DOJ RE monthly arrests and citation register program 2017 and 2018. It is estimated that information will be available no later than Tuesday, August 20, 2019.
Regarding items (2) total number of use of force complaints reported by civilians in 2018 and (3) total number of sustained use of force complaints in 2018, there are no documents responsive to your request because although the City reports civilian complaints annually to DOJ, they are not categorized by force. Please note that the City does not have any documents related to SB 1421 responsive to your request.
Sincerely,
Michael Dunn, CMC, CPMC

Good Afternoon,
This is in further response to your public records request, for (4) arrest data reported to the DOJ via the Monthly Arrests and Citation Register Program for the years of 2017 and 2018.
The City does not have a report which contains all of the information sought in your request. The City does, however, maintain an adult arrest log for a period of 90 days which contains some of the information you requested, and a copy may be downloaded below.
