Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:

All email threads and phone logs to and from the Parking Services Division between the dates of November 1, 2023 and April 30, 2024 with any of following key words/phrases contained within the subject, email contents, or internal notes: "no history", "couldn't renew", "without notice", "error", "unable to proceed", "ParkMobile", "Park Mobile", "Parking app"

Support Phone Logs are requested as a list of times/dates and notes(if available).
Emails are requested in full with all replies and email transport data intact(when possible).

"to and from the Parking Services Division" may be interpreted as any correspondence directed towards or sent from customer.service@bloomington.in.gov (and flagged for parking services division if flag is clear and included in data provided), coxr@bloomington.in.gov, 812-349-3436, or other phone contact records or email correspondence with clear [Parking Services Division] data flagging.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A message was sent to you regarding record request #24-166:

Hi Elliot,

The Access to Public Records Act (APRA) requires that a request be reasonably particular. Ind. Code 5-14-3-3(a)(1) Regarding email requests, the Indiana Public Access Counselor has opined that in order to meet the reasonable particularity requirement, requests for email must include sender and recipient information, a date range, and search terms. Opinion of Public Access Counselor 23-FC-59. In this case, recipient information has not been provided. For this reason, this portion of your request is denied as written.

The support phone logs do not exist as you've requested "in a list of times/dates and notes" and that portion of your request is denied as written. The APRA does not require a public agency to create a record where none exists nor is it required to create a new record in order to satisfy a public records request. (Opinion of Public Access Counselor 12-FC-27). The Parking Services Department does have paper logs for the time period you requested and these would be made available for you to view in accordance with the APRA if you would like.

I would invite you to revise your request in accordance with the APRA. You can do so by sending in a message in this request. If you need assistance revising your request, please feel free to reach out either to me (812) 349-3426 or to the Parking Services Director, Michelle Wahl (812)349-3436. It may be helpful for you to reach out to the Parking Services Director as there is data available regarding parking and she may be able to assist you in revising your request in order to obtain the records you're seeking.
