To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

Your office's catalog, inventory, index, log, report, or other listing of (1) the books in your possession or control which registrars used to record birth, marriages, deaths, and burials before 1900 (including any Land Records books and/or Town or Proprietors Meeting/Minutes/Record books which include any records of birth, marriages and deaths) and (2) other books, records, and documents in your possession or control which index, copy, regroup, reference or support town birth, deaths and marriages, including communications or reports of communication from ministers, justices of the peace, sextons, and other witnesses to any aspect of births, marriages, burials, and/or deaths prior to 1900.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Look, according to the 1936 Biennial Report of the the Connecticut Examiner of Public Records, the Bolton town clerk then reported having "6 volumes of Vital Statistics 1707-1936." Do you still possess them? If so, what is the date range on each pre-1900 volume? If not, who were any or all of them given to?

As I stated before we do not have any records responsive to your request. However, you may want to check with the Connecticut State Library or Department of Public Health for the information you are looking for.

The Connecticut State Library referred me to you. I am a Connecticut genealogist whom you are required by law to serve. If I showed up at your office and asked to view these books, you would show me all you have. I am trying to save you the trouble of hauling all of these six books our of your vault when I only need a few of them. Why can't you just tell me the years each book covers? Or snap a photo of them as they are shelved and mail it to me?

As a genealogist you are free to come down to the office and take notes and purchase certified copies of records. You are required, by law, to show us your Photo ID, i.e. Driver’s License and your CT incorporated Genealogical Society card, prior to any access. As you know, vital records and their indices are confidential records and are governed under their own statutes. Also, photos or electronic transmission of vital records and their indices, in any form, are not permitted under the statute. CGS 7-51

Our office hours are: Mon, Wed and Thurs. 8:30 a.m. - 4 p.m. Tues: 8:30 a.m.- 6:30 p.m. and Fri. 8:30 a.m. -1 p.m. We would be more than happy to assist you. Please be aware that with the Thanksgiving holiday upon us we will not be open on Thursday the 22nd and Friday the 23rd.
