Pursuant to the Massachusetts Public Records Law, I hereby request the following records:
At a Department of Planning meeting on July 17, 2024 titled "Ideas Reception", the Department of Planning provided a document with recommendations for the development of Roslindale Square. On p. 21 of the document (https://www.bostonplans.org/getattachment/ca10621a-15ff-4a12-a5db-484eaea99ce9), the Planning Department states that, “The southeast side of Washington Street contains several smaller retail uses. As an entrance to the Square, this area should accommodate future higher density mixed-use and housing development as well as medium scale entertainment and recreation spaces.”
On September 10, 2024 at a zoom meeting, the Planning Department described that members of the community provided input for the above recommendation (at around the 1:00 mark on https://bpda.app.box.com/s/qdtbwmvof3xouptc4jso85qpkdh2ve8h).
We request all documents relating to the “community engagement to date” statement made by Planner Eileen Michaud. Documents should include but are not limited to reports, minutes, meeting notes, conversation notes, office hours notes, emails. Specifically, please include:
1. Feedback from Archdale Boston Housing Authority residents
2. One-on-one conversations with community members and organizations
3. Office hour conversations with community members and organizations
4. Visioning session community feedback
5. Spring Survey
6. Feedback at the Ideas reception
7. Analysis of community feedback
8. Analysis of existing conditions and use

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not made for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

A response to a public records request must be provided within ten (10)
business days of receiving a written request. *(G. L. c. 66, § 10 (a); 950
CMR 32.06(2)(b).)* The public records law permits a response time of up to
twenty-five (25) business days from the business day a written request is
received, so long as a detailed explanation is provided. *(**G.L. c. 66, §

There is a presumption under the Massachusetts Public Records Law that
government records are public; however, government records custodians are
permitted to redact or withhold portions of public records, so long as a
specific exemption to the law is cited. (See G. L. c. 4, § 7 (26))
The BPDA has exercised (1) exemption in reviewing your request:
*Privacy Exemption: We have redacted the personal email addresses belonging
to individuals that appear in the responsive records. When redacting
personal email addresses, the Planning Department relied upon the second
clause of the privacy exemption set forth in G. L. c. 4, § 7(26)(c). It is
the position of the Planning Department that the release of personal email
addresses would constitute an unwarranted invasion of personal privacy. In
taking this position, the Planning Department believes that such
information constitutes "intimate details of a highly personal nature," as
personal email addresses are not typically otherwise available for public
consumption. In weighing the protection of privacy interests versus the
public interest in disclosure, the Planning Department ultimately
determines that providing this information would amount to an unwarranted
intrusion into the privacy of the individuals. Further, any public interest
in the disclosure of personal email addresses does not outweigh the privacy
interest held by the individuals. *
Under Massachusetts law, you may appeal this response to the Supervisor of
Records in the Office of the Secretary of the Commonwealth. (G.L. c.
66, § 10A; 950 CMR 32.08)
