Pursuant to the Colorado Public Records Law, I hereby request the following records:
Contracts and invoices related to the use of communication services at any and all county correctional or detention facility locations under the jurisdiction of this agency. This may encompass telecommunication, kiosk, and mobile tablet services.
Please provide the following relevant materials.
• Any and all open or active Requests for Proposal or similar solicitations regarding the provision, installation, maintenance, or use of communication services. If available or applicable, please also provide equivalent materials for video conferencing equipment and other electronic communication and telecommunication services.
• Any and all active contracts regarding the provision, installation, maintenance, financial requirements, associated commissions, or use of communication services. Please include all associated supplemental materials, including any and all attachments, amendments, and exhibits. Please provide any other materials regarding the terms of service, including the term and expiration date of the current contract, as well as any optional contract extensions. Please include the name of the current telecommunication provider, as well as the services currently being provided pursuant to the agreement. Relevant companies include, but are not limited to, CenturyLink, City Tele Coin, ICSolutions, JPay, and Securus Technologies.
• Any and all financial reports, commission reports, revenue reports, and invoices related to the provision, installation, maintenance, or use of communication services. Please include all usage and fee reports, providing as much segregable data as possible, including, but not limited to, the rate at which the funds were generated, the revenue generated for each service, the timeframe during which the funds were generated, the nature of the communication's payment (collect, prepaid, inmate account), etc. If available, please also provide equivalent materials for video conferencing equipment and other electronic communication and telecommunication services.
Please provide all current contract materials and invoices for the period January 1, 2015 through the date this request is processed.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I have just received your request for the information in your request for
phone records and contracts of the Broomfield Police Department Detention
Center. We are currently trying to assess what that would take to complete
and will advise you of the cost to provide that information. There are
many sources that need to be contacted to provide that which was
requested. This will have a large impact on the amount charged to produce
these records. Once I get a cost I will let you know before we start the
process of collecting these documents.

Good morning Beryl Lipton,
Regarding the CORA request. The City and County of Broomfield's (CCOB)
staff are in the process of putting together an invoice for this process.
The staff is gathering the time that they will need to process this
request. Since the records you are seeking go back to 2015, CCOB will be
needing to contact our outside vendors, our IT department will need to be
involved to research the records and not all the documentation is digital.
Also, some of the files will be too large to send via email. There will be
the cost of printing these documents and mailing along with CCOB's time.
After the invoice is sent to you, CCOB will need to receive payment to
proceed. If CCOB has under-charged you, CCOB will stop until further
payment, if CCOB over-charge, you will receive the money back. The
compiling of all the work will *not start *until your payment is received.
The rate is $30 per hour and the first hour is free.
As soon, as CCOB has the cost of compiling the information, CCOB will send
the invoice and wait for payment from your company.

Good afternoon.
The City and County of Broomfield have been able to compile the hours for
your CORA request.
The total is 22 hours. The first hour is free. It will be 21 hours times
$30 = $630.00
Please make payment to the City and County of Broomfield. The address is
One Descombes Drive, Broomfield, CO 80020 (Attention Rosemary) Once we
receive the payment we will start compiling the information requested in
the CORA request.
Please advise if you wish to pursue the CORA request and the estimated time
of payment.
