Pursuant to the New York Freedom of Information Law, I hereby request the following records:
Please provide the full list of weapons qualifications (lethal and non-lethal) recognized by the BPD. Please also supply the list of officers qualified on each lethal and non-lethal weapon type. In addition to current qualifications, supply a list of lapsed qualifications for any officers still employed by BPD.
If a list of officers and their qualifications is unavailable, supply the number of officers who have currently valid qualification cards in each weapon type.
If qualifications differ from those specified in Law Enforcement Officers Safety Act, or exceed them, please supply the ways the qualification programs differ from LEOSA or its amendments.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

231 PISTOL QUALIFICATIONS OUT OF 749 OFFICERS
5 SHOTGUN QUALIFICATIONS OUT OF 122 ISSUED SHOT GUNS
12 JRC CARBINE QUALIFICATIONS OUT OF 83 ISSUED

Per this document, I see that the number of pistol, shotgun, and carbine qualifications are less than the number of officers issued those weapons.
Please clarify the definition of "issued", and the reasons qualification was waived forthe officers not issued an official qualification.
