Pursuant to the Washington Public Records Act, I hereby request the following records:

A list of all active hardware and software procured by the City. I am looking only for software and device models/names/versions, not individual device owners or serial numbers. I would prefer the list be provided in a CSV or Excel format if possible.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Hello Megan,

Following the link you provided is showing that only a redaction log has been provided. If this is the case, I assume that you mean to claim that all responsive records are considered exempt by the City under RCW 42.56.240(4), which covers security information such as passwords, access codes, security plans, etc.

Are you claiming that even the knowledge of the city's usage of basic software, such as Microsoft Word or Outlook, would risk the security of the city? Because that could only mean to me that the City has set up a very insecure, perhaps negligent, security environment. In fact, other MuckRock requesters have been provided similar records from the City of Seattle (see https://www.muckrock.com/foi/seattle-69/seattle-police-itd-authorized-software-department-of-information-technology-101093/).

May I remind you that the Washington Public Records Act RCW 42.56.030 is to be "liberally construed and its exemptions narrowly construed". I respectfully ask that I be provided with the full breadth of the requested information and will be considering my options for asserting my rights under the PRA.

Hello Megan,

I see that the hardware inventory list has again been withheld in its entirety in your latest response. Again, I must reiterate from my last message that the security of City hardware cannot possibly depend on withholding the names of hardware such as computer monitors etc in the City's inventory. According to guidelines written by the National Institute of Standards and Technology (NIST), "[s]ystem security should not depend on the secrecy of the implementation or its components." (https://nvlpubs.nist.gov/nistpubs/Legacy/SP/nistspecialpublication800-123.pdf) On the other hand, there is a significant public interest to know what hardware the City has acquired with taxpayer money and how it is being operated.

If there is a particular device where even knowing of its existence would threaten City security, that device should be individually redacted rather than withholding the full file. I do not consider this response to be adequate and again ask that you provide the full breadth of the requested records.
