Pursuant to the Vermont Public Records Act, I hereby request a copy of the funding proposal "Using Dynamic Blockchain Market Incentives to Reduce Capacity and Energy Costs for Utilities," co-authored by BED employees James Gibbons, Freddie Hall, and Neale Lunderville, and a Chicago-based blockchain startup called Omega Grid. (The document is mentioned in a blog post by Omega Grid CEO Killian Tobin, available here: https://medium.com/omegagrid/celebrating-the-first-birthday-for-omega-grid-ead0781d5e3c.)
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Brian,
The record you requested is attached. Limited information, one company name and certain pricing information, has been redacted pursuant to 1 V.S.A. § 317(c)(9), which exempts from public inspection and copying "[t]rade secrets, meaning confidential business records or information, . . . which a commercial concern makes efforts that are reasonable under the circumstances to keep secret, and which gives its user or owner an opportunity to obtain business advantage over competitors who do not know it or use it . . .."
Since I determined that information is exempt from public inspection and copying I am required to inform you that you have a right to appeal the exemption and redaction decisions to Mayor Miro Weinberger pursuant to 1 V.S.A. § 318(c)(1). See also 1 V.S.A. § 318(a)(2). Appeals should be made in writing and directed to 149 Church Street, City Hall, Room 34, Burlington, VT 05401.
