To Whom It May Concern:
Pursuant to the California Public Records Act, I hereby request the following records:
Documents and procedures relating to the tubular locks aboard BART cars, specifically involving any key management procedures, key codes, bitting codes, or key numbers.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
Sincerely,
Ian Carroll

Thank you for the initial response. For clarification, to ensure it is properly processed, the request includes in part documents including "bitting codes", not "biting codes". Please let me know if I can provide any additional information to aid the fulfillment of my request.

To Whom It May Concern:
I am responding to my request made on 09/15/2018.
With all due respect, is quite hard to read 6254(f) as applying to BART or my request. Subsection (f) provides for exemption of security materials only for selected agencies, of which BART is plainly not. The section's further exemption for "correctional, law enforcement, or licensing [records]" would apply to BART, but not to my requested records.
I would appreciate an administrative re-review of my request.
Thanks,
Ian Carroll
