From: Leo Ji

I respectfully appeal the denial of this request.

As noted, the California Consumer Privacy Act took effect on January 1, 2020. The records request seeks closed files in relation to this act that were acted upon prior to the operation of the Act. I would like to expressly clarify that this does not include investigations or complaints that were first reported prior to the Act's effect but continued after January 1st.

The subsection cited refers to "complaints to" and "investigations conducted by" the Office of the Attorney General. Given that the Act's provisions were not operative at this time, I request that the Attorney General clarify why such documents would be considered "complaints" or "investigations" if there were no legal basis upon which such were founded.
