Pursuant to the California Public Records Act, I hereby request the following records:
Metadata of all emails which are sent to, from, including being CCed or BCCed by Leslie Gardner from January 1, 2020 to April 1, 2023 including one of the following keywords, "ARPA" or "American Rescue Plan".
The specific metadata data points I'm interested in are: to address(es), from address, cc address(es), bcc address(es), sent date/time, received date/time, subject line, and if the email has an attachment. This request does not seek the contents of the emails themselves, and only the specified email metadata. Please provide me with the records in an Excel format.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Nevertheless, the SD-LECC, in the spirit of public disclosure and openness, is responding to the request as if the SD-LECC were a self-contained, distinct public agency.

The SD-LECC has completed the above request. There are 74 responsive pages that are attached to this email. The SD-LECC does not have an Excel formatted document in its holdings that lists the above emails requested. Therefore, all responsive emails are attached. The High Intensity Drug Trafficking Area (HIDTA) has several emails sent to Director Gardner with ARPA or American Rescue Act in the narrative of the documents. Numerous HIDTA associated employee emails were listed. The names of employees who work in undercover, plain clothes positions that demand anonymity were removed pursuant to Government Code section 7922.000. Commission on Peace Officer Standards & Training v. Superior Court, 42 Cal.4th 278, 301 (2007). The anonymity of these employees is essential to their safety and effectiveness, and warrants exempting their identity and information about their position from disclosure. The public interest served by not disclosing the information clearly outweighs the public interest served by disclosure of the information. Please contact HIDTA for additional requests related to their partner or employee emails. The Department of Homeland Security reviewed there documents that were responsive to this request. Email addresses were redacted. The federal exemptions b(6) for privacy and b(7)(e) for intelligence techniques and procedures apply for I&A email addresses. Please contact DHS for additional requests related to their emails.
