All Advisories, Suspicious Activity Reports, Tips, Intelligence Briefs, Intel Reports, Leads Information or Data, Maps, Bulletins, BOLOs, and/or Joint Bulletins from 7 October 2023 to 14 October 2023 (inclusive) regarding an alleged pro-Hamas "day of jihad" or "day of rage."
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The SD-LECC is in receipt of your request dated and received on July 18, 2024, requesting records pursuant to the California Public Records Act (CPRA). Preliminarily, it must be stated that the SD-LECC is not a "public agency" within the meaning of the California Public Records Act. It is a work location staffed with personnel from multiple local, state, and federal agencies working towards common operating goals, akin to a law enforcement "task force." While a task force may, under certain circumstances, be considered a "public agency" within the meaning of the California Public Records Act and the Brown Act, those circumstances do not exist with regard to the SD-LECC. Nevertheless, the SD-LECC, in the spirit of public disclosure and openness, is responding to the request as if the SD-LECC were a self-contained, distinct public agency.

Response:
The SD-LECC is in the process of reviewing and completing your request. At this point, we have reviewed 41 pages of documents that are responsive to this request that were in our holdings. Page 41 is the first page of a 17 page product produced by NYPD. The document is being withheld pursuant to GC 7922.000, exempts records that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record. Additionally, GC 7923.600 does not require the disclosure of records of complaints to, or investigations conducted by, or records of intelligence information. The first page of the document is being released with redactions for a better understanding of the described document in the event you contact NYPD.
Lastly, the SD-LECC continues to identify and review records associated with this request. The SD-LECC reserves the right to assert any applicable exemptions and privileges. The SD-LECC will provide you with an update or the responsive documents by end of business on August 19, 2024, and if any records are withheld, applicable exemptions will be identified at that time.

Response:
The SD-LECC has completed this request. 17 pages of responsive documents are attached to this correspondence. Redactions were made on pages 3 through 12 pursuant to GC 7922.000, exempts records that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record. Additionally, GC 7923.600 does not require the disclosure of records of complaints to, or investigations conducted by, or records of intelligence information. The documents contained law enforcement sensitive information. Lastly, on pages 13 through 17 redactions were made pursuant to GC 7922.000, 7927.705, GC 7923.600 and incorporating 5 USC 552(b)(6)/(b)(7)(C). Pages 13 through 17 is an email communication between the San Diego District Attorney’s Office, FBI, San Diego Police Department and the Psychiatric Emergency Response Team. Portions of the email contains information that could jeopardize the safety of an establishment, school and or the public if released. Additionally, per the District Attorney’s Office the email contains information on an active criminal investigation. Releasing this information to the public may compromise the ongoing investigation. Names, phone numbers and emails have been redacted of federal employees and members of a School Threat Assessment Team. If the information was released it could impede their ability to continue with school threat assessments in a confidential manner that keeps all students safe.
