To Whom It May Concern:

Pursuant to the California Public Records Act, I hereby request the following records:

1) Copies of all invoices submitted to the department by ID.me for identity verification services from the date the department's identity verification contract with ID.me began until the present. According to the department's contract with ID.me, these invoices should include the number of successful identity verifications completed by ID.me during the designated invoice period. If the Department maintains data on successful ID.me verifications during the duration of the contract I will accept the data in lieu of the invoices.

2) Aggregate monthly data, from Jan. 1, 2019 until the date this request is processed, documenting the number of unemployment insurance applications received, approved, and denied. Please note, I am not asking for any personally identifiable information.

I ask that all fees be waived as intend to use the requested records to further public understanding of public agencies and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon.

Please refer to the attached document and the following information, which have been determined by the Department Legal Office to be responsive to your initial (2/2/22) Public Records Act Request for:

1) Copies of all invoices submitted to the department by ID.me for identity verification services from the date the department's identity verification contract with ID.me began until the present. According to the department's contract with ID.me, these invoices should include the number of successful identity verifications completed by ID.me during the designated invoice period. If the Department maintains data on successful ID.me verifications during the duration of the contract I will accept the data in lieu of the invoices.

2) Aggregate monthly data, from Jan. 1, 2019 until the date this request is processed, documenting the number of unemployment insurance applications received, approved, and denied. Please note, I am not asking for any personally identifiable information.

Applications Received: The Unemployment Insurance (UI) Branch is interpreting that the number of applications received is the same as the number of initial claims filed. The attached PDF contains the monthly total of the number of initial claims filed since January 2019. The initial claims filed is a total of new, additional, and intrastate claims for the regular UI and the Pandemic Unemployment Assistance program. The initial claims count does not represent individuals. A claimant may submit multiple claim forms in a given period. For example, an applicant may have filed a new claim in a given month. The claimant then returned to work. A few months later, the claimant was unemployed again and then they would have to file an additional claim. They would be counted twice.

Approved: The UIB does not track the number of approved claims. To be eligible for UI benefits, individuals must be unemployed through no fault of their own, be able to work, available for work, and willing to accept work for which they are reasonably qualified. Claimants must meet these non-monetary eligibility requirements in addition to monetary eligibility requirements in order to receive unemployment compensation. A claimant's eligibility can change week to week throughout the life of a claim. Claimants may be ineligible to receive UI benefits for a number of reasons, including, but not limited to:

* The claimant voluntarily quit work without good cause.

* Being discharged for misconduct connected with work, including an intentional or controllable act or failure to take action which shows a deliberate disregard of the employer's interests.

* Not being able to work or available for work. Refusing an offer of suitable work could make someone ineligible for benefits.

* Knowingly making false statements to obtain benefit payments, such as returning to work and failing to notify EDD in order to continue collecting benefits.

Denied: The UIB is interpreting that the number of claims denied are the same as ineligible claims. Starting in March 2020, the Unemployment Insurance Branch started tracking the number of ineligible claims. This data can be found on the Employment Development Department website at https://edd.ca.gov/en/Newsroom/facts-and-stats/dashboard. However, this information is only available in an aggregate total and it is updated on a weekly basis. The ineligible data is dynamic and may change week to week based on a claimant's eligibility as mentioned above. The number of ineligible claims do not represent individuals.

The information provided represents all available information our legal team has determined responsive to this PRA, which is now closed.
