Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, ยง 3(b)), I hereby request the following records:
A log of public records requests submitted to the Health and Human Services Agency that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is made in the process of academic research and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Peterson,
I am the general counsel at CHHS. I am responding to your PRA request dated April 6, 2015.
First, let me apologize for the delay in responding. Your request was emailed to a "Portal" that has been newly created at CHHS. It inadvertently did not come to my attention until today.
Second, in order to assist you it would be helpful if you could give me a call at the number below or provide a number where I can reach you. You have requested "A log of public records requests submitted to the Health and Human Services Agency that lists the date of request, the requester's name, the requester's organizational affiliation, a description of the request and the date the request was filled. Ideally I would like this information for the period from 2004 to the present." To the best of my knowledge such a "log" of incoming PRAs does not exist at CHHS. Nevertheless, we are obligated to help you find any public records in our files that do exist. I believe we have some individual records of public record requests submitted in the last several years to CHHS. You should further appreciate that CHHS is a very small Agency that receives very few PRAs. We do not have records of PRAs submitted to any of the thirteen Departments that report to the Secretary of CHHS. Those records are at each of the Departments. Some of the Departments such as the Department of Public Health, did not exist in 2004. Others, such as the Department of Health Care Services, Department of Social Services, and Department of State Hospitals have records of PRAs and may maintain "logs" of PRA requests but I cannot speak for them.

Thanks for your response. I wasn't sure whether or not the CHHS would have the records for the the individual departments so thank you for the clarification.
Since the individual departments maintain their own logs, I will just submit separate requests directly to them and there isn't a need for you to provide me with the CHHS log.
