Pursuant to the California's Sunshine Amendment (Cal. Const. Art. I, § 3(b)), I hereby request the following records:

all reports, charts, spreadsheets, log books, presentations, memos, emails and any other sources of data recording usage of Security Housing Unit ("SHU") facilities. Please provide as detailed inmate files as possible if they are available and able to be released.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Your request is overly broad and not specific. It could take a year or more just to find and locate just emails from approximately 50,000 employees. Also, there is not time frame associated with your request. CDCR has had Security Housing Units for decades. Are you really seeking "all" reports and other documents about the SHU going back decades?

What is it you really want to know?

I am seeking the requested documents. I am seeking as much raw information as is possible. Do you not have the necessary infrastructure to perform public records request searches for your own employees' communications?

Most fundamentally: I am interested in obtaining both tabulated data and written reports concerning all usage of SHU facilities.

If none of that is available, I am interested in summary statistics of SHU usage. Particularly, demographic information about the usage of SHU facilities - for instance, racial, religious, geographic and age demographic information about people held in SHU facilities. If reports containing this information have been created, I want those reports, as well as the datasets used in creating those reports. If those reports have not been created, I want the raw datasets which would allow those statistics to be calculated. Digital documents are greatly preferred. CSV and Excel formatted files are welcomed.

I am seeking records for as far back as they are available. If that is too burdensome, limit the scope from January 1, 2000 onwards.
