RE: OPRA REQUEST of 6/16/2021, Reference # W018923-061621
Dear Urban Collective,
The Camden County Custodian of Records received your Open Public Records Act request on 6/16/2021.  To access your request please click here. (https://u8387795.ct.sendgrid.net/ls/click?upn=tVZK-2BDMrxhcb-2BNvwVODlUGmKCUMyb79Ny8gg4vdSQ5FiM3QQOPusYq8v4vjkEzvzI0iTucpJzGyXVS3YKgiYdQ-3D-3DIgzZ_s0YaMtMh7EZCjro1e-2F7u-2BoNunH-2FLV-2BqUCYRB-2FctR1XvB-2FjwPyKB3T-2ByAux-2BmcAtHuTEKLVcESjA96HS5zRKINqpggJQLxLCT0ZxdzUsRYgqQQkqNSNj-2F3ZFZ-2FCT805uSO5RPiLZorqWImGS8eEMUZ4NL-2FjI5Ou-2F5MROpQiesnSVtLJyKQwixcKSRreLBpFRl-2FZ7DuN5IteSNQJ-2BVgdx86-2BaHmxtlqcmW39DQhK45ps0FFlGI0tAA4zjtVEQZE5oTAKTzM9xnw6PlqFmzGPZSuKeqVe2Ot-2FY3-2BfbYbeHT4LysKyplsISyIZATFKTMoEFAu0AbFuEYkc-2FacvEOF7ue5KLcZL2Vi25MeO9ynch8lTV4IoRsHxYzmjC9Ya1O30VH9boMxUaJcD4ccF-2B4gBNtiw-3D-3D)
Your request is too broad or contains insufficient information and seeks documents that are not specifically “identifiable” for the Camden County Police Department to gather a response.

Please note, we are unable to search by region, only by our jurisdiction, the City of Camden, and only from the creation of the Camden County Police Department: May 2013-present.

For that time frame (2013-2021) and just for Camden City, the CCPD cannot properly conduct a search for records with the criteria provided. While their records system does allow searching records just for missing persons, the sub-criteria under that does not have an option to search by race, only by things such as involved location, involved person, involved vehicle, missing person type (endangered, disability, high risk, etc.) There is no function for searching these missing persons reports by the race/ethnicity of the victim.
Therefore there is not a proper search that can be conducted without additional information such as specific names, case numbers, etc.As such, the request submitted is a wholesale request for information that is not encompassed by the intent of OPRA as has been articulated in N.J.S.A. 47:1A-1, et. seq. and MAG Entertainment v. Division of Alcoholic Beverage Control, 375 N.J. Super. 534 (App. Div. 2005).

Please submit a new request, with the pertinent information to allow us to conduct a proper search of our records.  This letter constitutes completion of your request.
Pursuant to N.J.S.A. 47:1A-1, et seq. if your request for access to a government record has been denied or unfilled within the seven (7) business days required by law, you have a right to challenge the decision by the County of Camden to deny access.  As provided by law, you have the right to either institute a proceeding in the Superior Court of New Jersey or file a complaint with the Government Records Council (GRC) by completing their Denial of Access Complaint Form located at the GRC’s website at www.state.nj.us/grc. (www.state.nj.us/grc)
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at P.O. Box 819, Trenton, NJ, 08625, by e-mail at grc@dca.state.nj.us. The GRC can also answer other questions about the law. All questions regarding complaints filed in Superior Court should be directed to the Superior Court. (mailto:grc@dca.state.nj.us)
Should you have any questions, please contact the Custodian of Records at (856) 225-2131.
