I am writing to follow up on my original request made on 7/18/17

Thank you very much for providing the information we requested. I am writing to ask for some clarification regarding the data on officer-involved shootings. We requested the total number of annual officer involved shootings each year for the past 10 years.

While you sent us data on officer complaints, the OIS data seems to have been overlooked. Could you please provide that data? If not, could you please clarify that your department does not collect OIS (officer involved shooting) data.

If you are able to provide the data, please define what constitutes an officer-involved shooting in your department. For example, some departments do not count misses while others count all discharges; some include shots at animals. Other departments include intentional and accidental shootings; others do not. Please explain to us how your department classifies the OIS included in the numbers you sent to us.

Respectfully, -Alex Cartwright

This is in response to your public records request dated June 5, 2018. In this communication, you have requested data on officer involved shootings which includes shootings resulting in discipline.

Under NCGS 160A-168, which governs the release of public personnel information, disciplinary actions are not public personnel information under this statute. Please see NCGS 160A-168 for additional information.

Ken,

I would like to humbly request that you review my previous message to you once more. I have not asked for any personnel information nor have I asked for disciplinary decisions. I have only asked for the number of officer involved shootings. This is a very common statistic; in fact I have collected it from almost 300 different departments across the country. I hope you can re consider my request. I have re produced it below:

While you sent us data on officer complaints, the OIS data seems to have been overlooked. Could you please provide that data? If not, could you please clarify that your department does not collect OIS (officer involved shooting) data.

Thank you very much for providing the information we requested. I am writing to ask for some clarification regarding the data on officer-involved shootings you provided us with. What constitutes an officer-involved shooting in your department? For example, some departments do not count misses while others count all discharges; some include shots at animals. Other departments include intentional and accidental shootings; others do not. Some include all discharges and some exclude missed shots. Please explain to us how your department classifies the OIS included in the numbers you sent to us.

Also, what years did these shootings take place?

Do you have addresses (even if approximate) for these shootings?

Very Respectfully, Alex Cartwright
