Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:
All policies and training materials maintained by the department regarding use of force.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

We, the Cecil County Sheriff's Office "CCSO", are in receipt of your letter dated October 28, 2016 (received November 3, 2016) requesting public records concerning our policy and training materials regarding the use of force. Although somewhat vague I will attempt to answer by attaching our Chapters/Sections to include Use of Force, Taser and Auxiliary Weapons. I will also send separate emails containing the training materials for ASP, Taser, and our Firearms PowerPoint presentation. The training program for our Oleoresin Capsicum Aerosol training is however copyrighted by Personal Protection Consultants Inc. and that request will be denied. Please see the attached scan containing the requested information and subsequent emails due to file sizes. Any fees are waived.
Pursuant to GP § 4-362, you are entitled to seek judicial review of this decision. You also have the option to file a complaint with the Public Information Act Compliance Board and may also refer any concerns about this decision to the Public Access Ombudsman pursuant to GP § 4-1B-01 et seq.
