Pursuant to the North Carolina Public Records Law, I hereby request the following records:
The incident report, police narratives, and any investigative reports produced in relation to the East Mecklenburg High School (Charlotte, NC) 11/13/2003 shooting incident, including any documents relating to the presence (or lack thereof) of a school resource officer.
In the event that there are fees, I would request a waiver, as I am a member of the press.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your public records request (#9872) seeking the incident report, police narratives, and any investigative reports produced in relation to the East Mecklenburg High School, Charlotte, NC, November 13, 2003 shooting incident, including any documents relating to the presence (or lack hereof) of a school resource officer.
Attached please find Charlotte-Mecklenburg Police Department Public Release Incident Report 20031113-1156-00. You will read in the Narrative section of attached Public Release Incident Report (#20031113-1156-00) the actions taken by the school resource officer at East Mecklenburg High School.
Your request for information also included police narratives and any investigative reports produced in relation to this incident. Pursuant to N.C.G.S. §132-1.4(a), records of criminal investigations conducted by public law enforcement agencies are not public records as defined by N.C.G.S. 132-1. Due to the foregoing, the CMPD cannot release the requested information. Records of criminal investigations conducted by public law enforcement agencies may be released by order of a court of competent jurisdiction.
