During the August 19th Wheaton City Council Proceedings, the 9th item on the agenda was titled "Adopt Resolution R-2019-78, A Resolution Approving and Authorizing the Execution of an Intergovernmental Funding Agreement Between the City of Wheaton and Metra for the Installation of a Security Camera System at the Wheaton Metra Commuter Train Station Located at 402 W. Front Street". It was made clear that this resolution was to proceed and would be a joint venture between Metra and the City of Wheaton (see: https://www.wheaton.il.us/AgendaCenter/ViewFile/Minutes/_08192019-1230 ).
Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
- A copy of the full contract and agreement between Metra and the City of Wheaton pertaining to the aforementioned Security Camera System.
- Any emails between the employees of the Metra and the Wheaton Police regarding the aforementioned Security Camera System.
- Any purchase requests, MOUs, spec sheets, server configuration(s), and/or data retention configuration(s)/policies pertaining to the aforementioned Security Camera System.
- Any internal (within agency) or external presentations (PDFs, slides, recordings, etc) regarding the aforementioned Security Camera System.
- A list of all agencies with access to footage from the aforementioned Security Camera System.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter.
I look forward to receiving your response to this request within 5 business days, as the statute requires.

This is not a commercial request. I am a member of a registered 501c3 Non-For Profit titled Lucy Parsons Labs (see https://lucyparsonslabs.com/support/). We frequently submit FOIA requests in order to promote government transparency and in relation to a myriad of privacy-conscious matters. Thus I am making this request as a member of a non-business entity, in the intent of aiding the public's "right to know", and without any profit interest or intent to seek commercial ends. These factors should qualify this request as one made for non-commercial purposes.
