To Whom It May Concern:

Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:

On the following dates in Chicago, there was a conference of Police Chiefs the International Association of Chiefs of Police (IACP) between Saturday October 24th and Tuesday, October 27, 2015.

There for under Illinois FOIA I am seeking all presentation materials presented during that conference by the Chicago Police department. This FOIA is for all policies, standard operation procedures, training materials, presentations (whether digital or otherwise), handouts, slide shows, speaking notes, reports and other materials prepared for or presented at IACP.

While many Chicago Police Officers where present and hosting the IACP, I call attention to a specific set of documents that were presented by the following officers, known to be sworn officers of Chicago Police who presented publicly on the the following topics on the following dates and times.

"Training Our Youth, The Chicago Police and Fire Training Academy Program" presented at 08:00 by one Paul Chester on Saturday October 24th

"Finding the Evidence -- The Chicago Police Firearms Laboratory" presented at 10:00-12:00 on Saturday October 24th by two Joseph Keating and Herber Keeler.

It is my understanding that Jonathan Lewin is a joint Chicago Police Office and employee of OEMC however he is listed under the official IACP handout as "Deputy Chief, Bureau of Support Services, Chicago Police Department" therefore it is my understanding that this FOIA is properly requested from the Chicago Police Department.

"Procedural Justice and Police Legitimacy" presented at 08:00-09:00 by three Al Ferreria, Angel Novalez and Dina Patterson on Monday October 26th.

"Street Corner Conspiracy Operations -- The Chicago Way" presented by two Eric Carter and Elias Voulgaris at 15:30-17:00 on Monday October 26th.

"OEMC (Office of Emergency Management and Communications) the City of Chicago Public and Private Task Force -- Relationships and Results" presented by two Ted Berger and Marc Khatchadourian at 08:00-09:00 on Tuesday October 27th.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

FOIA officers,

Please provide an update on when I can expect records. This should be a simple request as I provided all the information needed for gathering the records and it is already well beyond the Illinois FOIA statue. I will not be granting a further extension.

FOIA officers,

I am still waiting on responsive records and have not received an update on when I can expect them either. This request was due almost three weeks ago.

Officer Little,

Do you have an Estimated Date to completion on this request? We'd really like to complete this one, and would very much appreciate an estimate.

Thanks,
Freddy

From: Freddy Martinez

Hello FOIA Officer,

Do you know when I can expect records? The request was fairly straight forward, I even enumerated which officers had the responsive records and I still haven't received an estimate on when I can receive them. It makes planning around me requests extremely difficult, especially since they are already overdue.

Freddy Martinez

From: Little, Patricia A.

FOIA Officer,

I'm expecting responsive records today.

Freddy Martinez

From: Freddy Martinez

When should I expect a reply to my request? It is already overdue and CPD has missed their own estimated delivery date. By my estimate this FOIA response is over 6 weeks overdue at least.

Freddy

From: Freddy Martinez

Do you know which records are complete? Can you release those to me now and we can wait on the rest if there are one or two left to fulfill the entire request?

Freddy
