Pursuant to the Illinois Freedom of Information Act (5 ILCS 140/1 to 11), I hereby request the following records:
Logs of all text messages sent or received on the city-owned and city-operated mobile device of officer Robert Johnson, over the date range November 18, 2015 to March 18, 2016. If there are multiple Robert Johnsons who are sworn officers, we can enter into a conversation about how to disambiguate them before you pull the data, because I am only looking for a particular Robert Johnson. (Officer start dates could be useful for me to identify the person I am looking for, as could the precinct they each started at, or the precinct at which they are currently based.)
The requester of these documents is a journalist with publishing rights at every major Chicago publication and a number of national and international publications. Parts of the requested documents are likely to be made available to the general public in a news report. As such, under the law, this request is not being made for "commercial purposes." Thus, I request a fee waiver and expedited processing.
Please communicate with me regarding this request in the same manner in which you received the request. I prefer the request to be filled electronically, by e-mail attachment or download link. If neither of those are available to you, please explain why and we can discuss another method of document transmission. I have the right to request that the documents be remitted to me in the form in which they are kept--which means, in this case, a digital, text-based (non-PDF) file. If you have the ability to "convert" whatever file(s) you obtain into a format readable by a standard text editor (.txt, .doc or similar), I request that you do this for me as a professional courtesy.

You are correct, there are two Robert Johnson's-one is a civilian, the other a sergeant. Let me know if you need a star number or start date to ascertain the individual.
The attached extends this matter to March 17th; once we determine who you are looking for a search will be run.

Johnson during that same time period, November 18, 2015 to March 18, 2016.

Just to save you some time later on: in addition to the parameters you list out, Information Services requires key words to process email searches, e.g. "payroll" or "promotion.
