Pursuant to the Colorado Open Records Act, I hereby request the following records:
I am writing to request any and all files in connection with animal or livestock mutilations from 1967 through 2022. I believe these records are under the purview of the Colorado Bureau of Investigation division.
As a citizen of the United States, I am entitled to access public records under the Freedom of Information Act (FOIA), 5 U.S.C. § 552. I request that you provide me with copies of all records, documents, notes, reports, and any other material related to animal or livestock mutilations that have been investigated by the Colorado Bureau of Investigation division from January 1, 1967, to December 31, 2022.
Please provide me with any available information regarding the following:
The number of reported animal or livestock mutilations in Colorado from 1967 to 2022.
The locations of the reported animal or livestock mutilations.
The number of investigations launched into these incidents.
The results of the investigations, including any reports, conclusions, or findings.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

While there is a possibility that the CBI may have assisted other agencies with investigations of crimes that contained an instance of Animal or livestock mutilation, a search of our Case Management System returned no records for those keywords. In order to perform a more comprehensive search the CBI would need as much information as possible such as names, dates, and/or locations of specific incidents. Additionally, the CBI is unable to answer any specific statistical information requested as the CBI does not keep these types of statistics as we do not investigate livestock mutilations regularly. The CBI is not the main agency that investigates these types of situations, and believes this request is better directed to the Colorado Department of Agriculture’s Bureau of Animal Protection Program."
