I am writing to formally request information pursuant to the Colorado Open Records Act (CORA) and the Colorado Criminal Justice Records Act (CCJRA). Specifically, I seek the following:
1. Email Addresses for Complaint Submission
- Please provide the email addresses utilized by the Attorney General's Office for receiving complaints related to police department actions or omissions, particularly those involving open records law violations under CORA and CCJRA.
- Additionally, please provide the email addresses that handle city records complaints within the scope of CORA and CCJRA.
2. Availability of Complaints Received
- I request information on the availability of complaints that have been received by your office concerning police departments or city records, specifically in relation to potential violations of CORA or CCJRA.
- If available, I would appreciate access to any complaints received or a summary of such complaints, including the nature of the complaints and any actions taken in response.
3. Attorney General’s Policies Regarding CORA and CCJRA
- Please provide copies or links to any policies, guidelines, or standard operating procedures followed by the Attorney General’s Office regarding the handling of records requests and complaints under the Colorado Open Records Act (CORA) and the Colorado Criminal Justice Records Act (CCJRA).
- This should include any internal policies concerning the processing, review, and response to complaints related to potential violations of these statutes.

Pursuant to the Colorado Open Records Act (CORA) and the Colorado Criminal Justice Records Act (CCJRA), I am formally requesting access to all complaints and related correspondence concerning or mentioning the following law enforcement agencies:
- Durango Police Department

- Archuleta County Sheriff
- Lone Tree Police Department
- Arapahoe County Sheriff
- Greenwood Village Police Department
This request includes, but is not limited to, all complaints received via email, through the Attorney General’s website, or through any other communication channel, whether filed by citizens, internal personnel, or other entities. Additionally, I request access to any related internal communications, investigative reports, or documentation that reference or pertain to these complaints.
I understand that some records may be part of ongoing investigations and may be subject to exemptions under CORA or CCJRA. However, I request that all non-exempt portions of these records be provided and that any redactions be made as narrowly as possible, with a detailed explanation provided for each redaction.
Given the strong public interest in these matters, the requested records will be made available to the general public. This request is not being made for commercial purposes, and I would prefer to receive the records electronically in PDF format, including metadata where applicable.
Please confirm receipt of this request and provide an estimated time frame for fulfilling it. If there are any associated fees, I kindly ask that you inform me in advance. Thank you for your response. I would like to clarify that under the Colorado Open Records Act (CORA), there is no statutory requirement for formalities in submitting a request. As such, my original request remains valid and should not have been closed without legal justification.
Additionally, please provide a detailed breakdown of any anticipated costs as required. I also remind you that under CORA, records related to requests must be maintained for at least two years. I kindly ask for the specific statute or legal basis you are relying on to justify the closure of my request, as this action does not appear to be supported by the CORA Act.
Please consider this communication as a continuation of my initial request, and I expect your office to proceed with it in accordance with the law.
